The Embassy also welcomes projects that use English to connect people across borders, including cooperation within the Western Balkans, exchanges between Serbia and the United States, or collaboration between Serbian participants and EU member state counterparts. The program is flexible about format and encourages creative approaches, including English camps, academic competitions, exchanges, conferences, workshops, courses, exhibits, app development, hackathons, online initiatives, simulations, role-playing programs, and performances, among other activity types.
A major emphasis is equity and inclusion. Proposals are expected to show how the project advances equity and meaningfully engages underserved communities, in line with U.S. government priorities on racial equity and inclusion. Applicants should explain how their design reaches and benefits people who may be underserved due to factors such as race, ethnicity, religion, income level, geographic location, gender identity, sexual orientation, or disability, and why this focus strengthens the project outcomes. Because of COVID-19 considerations, the program welcomes virtual and distance-learning approaches, and projects that include in-person elements are expected to include contingency plans in case health restrictions return during the grant period.
The target audiences are primarily youth, students, teachers and school administrators, young professionals, and other groups tied to the proposal theme. Projects may include secondary audiences like media, civil society groups, or broader professional communities if relevant, but the core participants and audiences should be citizens or legal residents of Serbia. Projects involving citizens of other countries may face restrictions, and applicants are directed to the full Notice of Funding Opportunity (NOFO) for those rules.
Financially, the Embassy anticipates making about 10 to 15 awards depending on award sizes, with individual grants ranging from $2,000 to $30,000 and total funding of $160,000. The funding source is FY22/23 Economic Support Funds under the Foreign Assistance Act, and awards may be issued as either standard grants or fixed amount awards. Projects must start no earlier than May 1, 2022 and no later than May 1, 2023, and must be completed within 18 months or less, including time for assessment and evaluation.
There are clear limitations on what the program will and will not fund. Ineligible proposals include partisan political activities, charitable or humanitarian aid distribution, fundraising campaigns, commercial or revenue-generating ventures (including support for current or future businesses), and direct provision of social services such as health care, childcare, food subsidies, or similar assistance. The program is meant to fund defined projects with measurable objectives within a set timeframe, not to subsidize an organization’s routine operations or general ongoing activities. As a practical note, this NOFO does allow grant funds to be used for travel within the region or between Serbia and the United States when travel is essential to achieving project goals. Also, participants generally should not be charged to attend PDS-funded activities; if an applicant believes a fee is necessary, they are expected to consult PDS during application development and justify how any revenue supports broader program objectives without turning the activity into a profit-driven effort.
Applicants must follow strict submission and formatting rules. All materials must be in English, budgets must be in U.S. dollars, pages must be numbered, and documents must be formatted for A4 or 8.5 x 11 paper. Required components include the appropriate SF-424 form (SF-424 for organizations or SF-424-I for individuals), SF-424A (budget information), and in some cases SF-424B (assurances) for individuals or organizations with SAM registration still pending. Applicants must also submit the FY2022 grant application form, a detailed budget justification narrative using the provided Excel template, and attachments such as a one-page CV or resume for key personnel and partner letters of support when applicable. If indirect costs are included, the organization must attach its NICRA documentation. If official permissions are required for activities, those letters should be included, and organizations that have not finished SAM registration must include a screenshot showing the process has started.
Eligibility and registration requirements differ for organizations and individuals. Organizations must obtain a Unique Entity Identifier (UEI) and have an active registration on SAM.gov (including required codes such as NCAGE/CAGE where applicable), and SAM registration must be renewed annually. Individuals do not need UEI or SAM registration, but they are limited to submitting only one proposal, and PDS indicates a preference that organizations also submit only one proposal under this funding notice.
Applications were due April 1, 2022, submitted by email to BelgradeEL@state.gov, and incomplete or late submissions are considered technically ineligible. A grants review committee evaluates eligible proposals and may request additional details or a revised budget. The Embassy notes that it may fund only part of a requested budget depending on funds available, and it anticipated announcing decisions by April 30, 2022.
