The U.S. Department of Energy (DOE), through its Office of Indian Energy, plans to launch a new grant opportunity called "Tribal Clean Energy Planning and Development – 2025." While this is only a Notice of Intent (NOI)—not the actual funding announcement—it gives interested parties an early look at what’s to come.

The grant will target federally recognized Indian Tribes, including Alaska Native Regional and Village Corporations, Intertribal Organizations, and Tribal Energy Development Organizations. The upcoming funding opportunity is expected to support:

1. Clean energy planning for Tribal communities. 2. Feasibility studies assessing clean energy project potential on Tribal lands. 3. Design and early development of clean energy projects for use on Tribal buildings or lands.

DOE anticipates awarding around $25 million in total, with individual grant awards ranging from $100,000 to $2.5 million, depending on project type. Projects are expected to run for about 2 to 3 years.

A minimum 10% cost share from recipients is likely, though Tribes with high poverty levels and lower median incomes may qualify for a full cost share waiver.

The formal Funding Opportunity Announcement (FOA) is expected in late spring 2024. Applications will be due roughly 90 days after its release and must be submitted through the DOE’s IE-Exchange platform. No applications are being accepted at this time.
