Suggested formats include trainings, conferences, workshops, courses, exchanges, curriculum development, exhibits, civic-tech activities like hackathons or app development, online projects, and educational simulations such as mock trials, moot court competitions, Model Congress, or Model United Nations. It also allows for cultural and public-engagement formats like film or theater festivals and performances, and even youth-oriented programming such as academic competitions, spelling bees, or summer camps (including language study or sports), as long as the connection to democratic values, rights, civic participation, or institutional strengthening is well defined.

Because the opportunity was published during the COVID-19 era, PAS highlights flexibility and expects applicants to plan responsibly for changing public health conditions. Proposals that use video conferencing, distance learning, and other virtual tools are welcomed, and any project that relies on in-person activities is expected to include a realistic contingency plan explaining how it would pivot to a virtual or hybrid format if social distancing measures become necessary during the grant period. The Embassy also makes clear that awardees will be expected to publicize their activities through social media and/or traditional media and to visibly acknowledge U.S. Embassy support, including using the Embassy logo on relevant project materials.

In terms of who the projects should serve, PAS anticipates participants and primary audiences could include educators and administrators (from K-12 through universities), learners and students at various levels, and professional groups connected to the chosen theme. The program also recognizes that projects may have secondary beneficiaries; for example, teacher trainings primarily serve teachers, but their students benefit indirectly afterward. Participant eligibility is focused on Serbia: the audience for proposed activities should be citizens or legal residents of Serbia, and while some regional or U.S. participation may be possible under the full notice of funding opportunity, the Embassy is primarily interested in the impact on Serbian participants and communities.

Key logistics are clearly set. The performance period can be any length up to 15 months, and this maximum includes a three-month evaluation period. Projects should begin no earlier than July 1, 2021 and no later than January 1, 2022. The application deadline listed is May 31, 2021, and PAS anticipated making final funding decisions by around July 1, 2021, with the possibility of additional awards later in the fiscal year if more funds became available (the fiscal year runs through September 30). The award ceiling is $50,000, and the notice projected roughly 10 awards.

Applications must be submitted electronically by email to DemComSerbia@state.gov, using required forms provided online through the U.S. Embassy website. PAS also strongly recommends sending a paper copy by post as a backup, addressed to the Democracy Commission, Public Affairs Section, U.S. Embassy in Belgrade (Bulevar Kneza Aleksandra Karadjordjevica 92, 11040 Belgrade). The notice stresses that incomplete proposals are technically ineligible, and it sets a strict length limit of 10 pages for the proposal narrative, not counting attachments. To help organizations prepare, PAS scheduled a virtual information session on March 31, 2021 (4:00 pm CET), with registration via a provided link, and indicated that a recording would be posted afterward for those who could not attend live.
